Actually, this open directory is not the search engine, and the fact there only few people visit their site, especially to search for something. PageRank 9 means that the site has high popularity level, although the traffic only at 192 by Alexa. Do not be hesitate to register your site to this open directory project though I put them at position 3, because generally search engine referred to this ODP database to make site index.
